REGULAR MEETING                                                                                                           JUNE 18, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 6/4/07.  
Selectman Patton seconded the motion.

PRESENT TO SPEAK
Bob White, Michalec Rd. was present to discuss various Council of Governments, he researched starting one for northern Tolland but found you need critical mass to accumulate funding to do anything.  He thinks WINCOG is the best we can do now.  Stafford will be addressing this at their Board meeting next week.  First Selectman Eldredge asked Mr. White to let us know what Stafford does.

Ed Taimen, Chairman of the Solid Waste Advisory Committee, and other members of SWAC were present to discuss new stickers and bulky waste cards for the Transfer Station.  SWAC recommends that there be a fee for the stickers, suggesting $20 per vehicle and that they be given out at the Town Office Building.  John Sahi of the SWAC would be in charge of that.  The license plate number would be put on the sticker and the sticker would go on the back of the rear view mirror so the attendants could see it.  Advance notice would be given that we are going to charge for the stickers.  It is very expensive to run the Transfer Station, bulky waste is about $1,012 a week and trash is a little more.  Stickers would be given to residents only.  The committee would like to see a new system for the bulky waste, one where the people who use it pay for it; a separate fee would be paid for bulky waste, the more you bring, the more you pay.  You could purchase cards for this; there would be no cash and little paper work at the Transfer Station.  Discussion on all this followed.  Selectman Patton commented he would like to see residents have 2 or 3 free trips for bulky waste a year.  Discussion followed on the cardboard compactor, containers for electrical equipment and a swap shed for building material.  Ed commented they strongly recommend the Board implement the new sticker program and they will come back with a fee schedule.  Ed also commented they could use one more member on SWAC.      

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented they are sweeping, mowing, weed whacking and doing GASB.  She met with Karl Acimovic

on Tinkerville Road.  Karl came up with a cost of $52,000 for Tinkerville Rd. but is recommending that we ask the Board of Finance for $60,000 in case they run into a can of worms when they open the headwall.  FEMA has received Lynn’s request for an extension but has not responded yet.  Selectman Patton commented we could use LOCIP funds, Turnpike and Village Hill Roads freed up some LOCIP money.  Discussion followed on placement of the electrical containers and rearranging the routing of the Transfer Station.  First Selectman Eldredge will sign the lease for a 2 cubic yard compactor unit with a 40-yard receiver box.  We are closer to ordering the other container.  The new arrangement for the Transfer Station was discussed again and everyone agreed on it.  

WINDHAM REGION COUNCIL OF GOVERNMENTS
Selectman Lewis asked was the Board of Finance notified of our intentions.  Discussion on this followed, a letter was sent to the BOF.  First Selectman Eldredge asked do we want to notify them or get their recommendation?  It was agreed to get their input.  Selectman Patton commented he will go to the BOF meeting on the 21st.  Planning & Zoning and the Fire Dept. are in favor of us joining WINCOG.  Discussion on whether an ordinance is necessary to join WINCOG followed.  A vote on this will be held off until after the BOF meeting.  

INSURANCE BID
CIRMA, MIRMA, Metrogard and Ohio Casualty were solicited for bids.  MIRMA and Metrogard replied.
FIRST SELECTMAN ELDREDGE MOVED THAT WE ACCEPT THE QUOTE FROM MIRMA FOR WORKERS’ COMPENSATION 2007-08 FOR $57,370.00.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

FIRST SELECTMAN ELDREDGE MOVED THAT WE ACCEPT THE QUOTE FROM METROGARD FOR PROPERTY, AUTO & LIABILITY 2007-08 FOR $61,860.00.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

PROPANE BID
Five bids were solicited.  Two replied.
AmeriGas - .24 over terminal.  As of 6/11 terminal cost is $1.24586.
Hygrade Gas - $1.48 per gallon.
FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE PROPANE CONTRACT TO HYGRADE GAS SERVICE INC. FOR $1.43 PER GALLON AS PER THEIR BID.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

GOOD & WELFARE  - None

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 8:13 P.M.
